Singapore's capital markets are governed by the Securities and Futures Act (SFA), administered by the Monetary Authority of Singapore (MAS). The SFA sets out how capital-markets products may be offered, dealt in and marketed, and imposes conduct duties on the intermediaries (banks, brokers and financial advisers) who distribute them.
A central idea of the framework is INVESTOR PROTECTION calibrated to product complexity. Rather than treating every product the same, the rules draw a line between products a typical retail investor can be expected to understand on their own and products whose features, risks or structure are harder to grasp.
That line is the EIP / SIP distinction. Products are classified as either Excluded Investment Products (EIPs) — the simpler, more familiar instruments — or Specified Investment Products (SIPs), the more complex ones that attract additional safeguards at the point of sale.
The purpose is not to ban complex products but to ensure that, before a retail customer buys something complex, the intermediary has taken reasonable steps to confirm the customer has the knowledge or experience to understand it.
An Excluded Investment Product is one whose terms, features and risks are RELATIVELY STRAIGHTFORWARD and generally well understood by the retail public. These are the plain-vanilla building blocks of investing.

Because these products are familiar and their risks are easy to explain, the framework 'excludes' them from the extra knowledge-assessment safeguards that apply to complex products — hence the name Excluded Investment Product.
