RES5 — "Rules, Ethics & Skills for Financial Advisory Services" — is a module under the Capital Markets and Financial Advisory Services (CMFAS) examinations regulated by the Monetary Authority of Singapore (MAS) and administered by the Singapore College of Insurance (SCI). Passing it is a licensing requirement for individuals providing financial advisory services. It is organised into Part I · Rules & Regulations and Part II · Ethics & Skills.
SCI publishes RES5 as 150 multiple-choice questions over 3 hours: 110 in Part I · Rules & Regulations and 40 in Part II · Ethics & Skills. The pass mark is two separate hurdles — at least 75% on Part I and at least 80% on Part II — and you must clear both, so a strong Part I cannot rescue a weak Part II. Figures are set by SCI and can change; confirm the current format on the official SCI RES5 page before you register.
RES5 is demanding mainly because of its breadth — the Financial Advisers Act, MAS notices and guidelines, conduct-of-business rules, product classifications and ethics all sit within scope, and questions often turn on a fine distinction.
