MAS weighs track record/financial soundness, ability to meet minimum financial and PII requirements, internal compliance, business plans, and fitness and propriety. There is no 'guaranteed sales volume' criterion.
Sales targets are not a licensing criterion — fit-and-proper and prudential factors are.
