Under FSM-N23, the maximum unscheduled downtime that a critical system affecting a licensee's operations or customer service may incur is:
FSM-N23 requires the licensee to make all reasonable effort to keep unscheduled downtime for each critical system to no more than a total of 4 hours within any 12-month period, mirroring the 4-hour RTO. Filing an incident report does not cure a breach of this availability standard.
The threshold is 4 hours per rolling 12 months — not 24 hours, and not something an after-the-fact report excuses.
