As a general rule a financial adviser completes verification of a customer's identity before establishing business relations. It may establish relations before verification is complete only where:
Verification should generally be completed before establishing business relations. Delayed verification is permitted only where deferral is essential not to interrupt the normal conduct of business operations AND ML/TF risks can be effectively managed; the FA must then complete verification as soon as reasonably practicable under documented risk-management policies.
Delayed verification is a narrow, risk-managed exception — not a waiver or an open-ended postponement.
