Why does the trading mandate cover USD, EUR and GBP swaps but not SGD swaps?
MAS's approach is liquidity-driven: a trading mandate only works where organised markets already handle the product in size. Hence the clearing mandate (SGD/USD) and trading mandate (USD/EUR/GBP) cover different currency sets.
Different pillars, different currency lists — for liquidity reasons.
