How to Become a Financial Adviser in Singapore
Before you spend a cent on study materials or an exam fee, it is worth answering a blunter question: are you eligible at all? Giving financial advice in Singapore is a regulated activity, and the Monetary Authority of Singapore (MAS) sets out who may be appointed as a representative of a financial adviser. This guide reads those requirements off the governing instrument β MAS Notice FAA-N26β and MAS's own published FAQs on it, paragraph by paragraph: age, academic qualification, exams, fit and proper criteria and ongoing training.

1. Minimum age: 21
FAA-N26 paragraph 3.1(a), made for the purposes of section 23(1)(a) of the Financial Advisers Act 2001, requires an individual to be at least 21 years old. There is no upper age limit.
Note that this is a condition of appointment, not a cap on when you can start studying β plenty of candidates prepare while finishing national service or a diploma, then get appointed once they turn 21.
2. The minimum academic qualification
This is the requirement most people are surprised by, and the one worth checking first. Paragraph 3.1(b) requires you to hold any one of the following:
- a GCE 'A' Level certificate with passes in at least three subjects at "Higher 2" level and two subjects at "Higher 1" level;
- an International Baccalaureate Diploma;
- a diploma awarded by a polytechnic in Singapore; or
- an academic qualification equivalent to one of the three above.
Read the first limb carefully. Plenty of write-ups shorten it to "a full 'A' Level certificate" and leave it there β but the Notice spells out what "full" means, and MAS's FAQ repeats it: three H2 subjects and two H1 subjects. If your certificate is lighter than that, you are relying on the equivalence limb, not the first limb.
Do I need a degree? No.
This is the single most common misconception about the profession. A degree is notrequired β a Singapore polytechnic diploma or a full 'A' Level certificate meets the stated minimum in its own right. MAS explains why in its FAQ: the academic bar is there to test the higher literacy and numeracy skills of representatives, and poly diplomas and the IB Diploma are treated as carrying similar academic rigour to a full 'A' Level certificate. MAS adds, in terms, that "higher academic qualifications such as a degree in any discipline will also be acceptable" β so graduates of any subject need not worry about the list.
MAS's FAQ also confirms that polytechnic diplomas obtained under the Continuing Education and Training (CET) Framework count. What the requirement rules out is entering on O-Level qualifications alone.
Can I combine two 'A' Level sittings?
Yes. MAS was asked directly whether the full 'A' Level certificate can be obtained from more than one sitting, and the published answer is a one-word "Yes". If you re-sat a paper to complete the three-H2-and-two-H1 profile, that does not disqualify you.
What if my qualification is from overseas or a private school?
The equivalence limb exists precisely for this β but you do not get to decide it yourself, and neither does MAS. MAS has said it is not practicable to publish an exhaustive list of equivalent qualifications, so each financial adviser conducts its own due-diligence assessment of your certificate. What MAS does publish is the set of guiding criteria firms may use. A qualification could be considered equivalent where:

For online or e-learning components, MAS expects the provider to prevent content being skipped β a live tutor session, or segments that must be completed in full before you can progress β so that attendance can be independently verified. Practical advice: send your certificate and transcript to the compliance team of the firm you intend to join and get their view before you pay for an exam. An exam fee spent on a qualification that will not be accepted is a fee you do not get back.

3. The CMFAS examinations β where RES5 comes in
You must pass the CMFAS modules relevant to the regulated activities you will carry out. For financial advisory work, that means RES5 β Rules, Ethics and Skills for Financial Advisory Services, usually alongside one or more product knowledge modules depending on what you will advise on. No, your degree does not exempt you from RES5
Asked whether a degree, a professional qualification or relevant work experience earns an exemption, MAS's answer draws a hard line. Some specified qualifications or work experience can exempt you from certain product knowledge modules β the details sit in the Annexes to FAA-N26 β but there is no exemption in respect of qualifications or work experience for the RES modules. A finance degree, a CFA, twenty years in banking: none of them get you out of RES5.
So this is the gate that actually takes work. It is also the one you control completely β practise topic by topic and sit a free timed mock to see where you stand.
4. Fit and proper criteria
Beyond age, qualifications and exams, anyone appointed as a representative must satisfy MAS's fit and proper criteria, set out in the Guidelines on Fit and Proper Criteria (FSG-G01). MAS summarises them as integrity, competence and financial soundness. Matters such as undischarged bankruptcy or relevant criminal convictions are taken seriously here.
Note where the burden sits: MAS places the onus on the principal company to satisfy itself and certify to MAS that its representatives are fit and proper. Your firm is the one making the call and putting its name to it β which is exactly why it will ask questions. If you have anything in your history you are unsure about, raise it early and candidly with the firm, not after you have paid for exams. The same conduct standards you are being assessed against are then tested in the RES5 ethics topics themselves.
5. Appointment, then continuing professional development
Passing RES5 does not make you licensed. You must be appointed as a representative by a licensed financial adviser or an exempt entity such as a bank or insurer, which lodges your appointment so it appears in the MAS public register of representatives. You cannot practise independently on the strength of an exam pass β see the full licensing path. Once appointed, competency is ongoing. Part 5 of FAA-N26 builds annual continuing professional development (CPD) out of two components, which together make up the Total Annual CPD hours:

Three practical points. First, if you provide more than one type of financial advisory service, you take the highest applicable supplementary figure, not the sum. Second, CPD training means lectures, conferences, workshops, courses, pre-launch product seminars and e-learning with documented, independently verified learning outcomes β it excludes activities that are part of your job scope, such as researching products for clients. Third, and most welcome: the requirement applies by the end of every calendar year apart from the first calendar year in which you are first appointed as a representative of any financial adviser. A note for bank and capital-markets staff
If you only conduct regulated activities under the Securities and Futures Act, the FAA minimum academic requirement does not apply to you. But if you are appointed under both the SFA and the FAA β common for bank relationship managers β MAS says the higher of the two requirements applies. An existing SFA representative who wants to be appointed as a financial advisory representative concurrently would therefore need to meet the FAA academic entry requirement.
Which rules apply β and where to read them
The governing instrument is MAS Notice FAA-N26 β Notice on Competency Requirements for Representatives of Financial Advisers, which took effect on 1 April 2024 and replaced the earlier Notice FAA-N13 on Minimum Entry and Examination Requirements. If you come across an article citing FAA-N13, it is describing a cancelled notice β a useful thing to notice, because RES5 itself tests your ability to identify the current rule.

So β do you qualify?
Run the checklist. You are 21 or over. You hold a Singapore polytechnic diploma, an IB Diploma, a full 'A' Level certificate with three H2s and two H1s, a degree in any discipline, or a qualification your intended firm has assessed as equivalent. You have nothing in your background that would trouble the integrity, competence and financial soundness criteria. If all four are true, the only real thing standing between you and the profession is the exam β and no degree, professional qualification or work history exempts you from that one.

Do I need a degree to become a financial adviser in Singapore?

Which MAS Notice sets the requirements for financial adviser representatives?

My qualification is from overseas β does it count?
It may, but you do not self-certify it. MAS does publish guiding criteria firms may use: the course has at least 900 training hours (or runs at least 2.5 years part-time), assessment is minimally 50% examination-based, and the qualification allows admission into a university. Training hours means guided teaching hours that can be independently verified β self-study and assignments do not count. Does a degree, a CFA or years of experience exempt me from CMFAS RES5?
No. MAS's FAQs on FAA-N26 state that certain specified qualifications or work experience may exempt you from certain product knowledge modules β the details are in the Annexes to FAA-N26 β but there is no exemption in respect of qualifications or work experience for the RES modules. A finance degree, a CFA charter or decades in banking will not get you out of RES5.
Can I sit the CMFAS RES5 exam before I have a job lined up?
Many candidates study and sit RES5 before joining a firm, since passing the exam and being appointed are separate steps. Just be aware that passing does not make you licensed β you can only advise clients once a licensed or exempt financial adviser appoints you as its representative. Confirm registration eligibility with SCI, which administers RES5, and check the appointment requirements with your intended firm.
Do I have to keep training after I pass the CMFAS exams?
Yes. Part 5 of MAS Notice FAA-N26 builds annual CPD from two components: Core hours in ethics or rules and regulations accredited by IBF or SCI (or a qualifying CPF Board course), plus Supplementary hours that depend on what you advise on β more for investment products and life policies generally, fewer where your work is limited to mortgage reducing term assurance or group term life. If you provide several types of service you take the highest applicable figure, not the sum. Job-scope activity such as researching products for clients does not count. Representatives are not required to meet the hours for the first calendar year in which they are first appointed. Hours are set by Notice and can be revised, so confirm current figures with MAS and IBF.
