How to Become a Financial Adviser Representative in Singapore
"Financial adviser", "financial consultant", "financial representative" β the job titles vary, but in Singapore the regulated status behind them is a single thing: a representative of a financial adviser. This guide walks the actual path from where you are now to advising clients β what a representative is, the CMFAS exams you sit, the fit-and-proper entry requirements, and how being appointed and notified to the Monetary Authority of Singapore (MAS) is what finally lets you practise.

Financial adviser vs representative: who is licensed?
This is the distinction most newcomers get wrong, and it matters. A financial adviser is the entityβ a company that either holds a financial adviser's licence from MAS, or is an exempt financial adviser (banks, insurers and certain other institutions are exempt from holding a separate FA licence but remain bound by the conduct rules). A financial adviser representativeβ usually just "representative" β is the individualwho provides financial advisory services on that firm's behalf.
So you do not, as an individual, apply to MAS for a "financial adviser's licence". The firm holds the licence or exemption; you are appointed by the firm, and your appointment is notified to MAS. Step 1 β Entry and fit-and-proper requirements
MAS sets minimum competency and fit-and-proper standards for representatives. In broad terms you must:
- be at least 21 years old;
- hold the minimum academic qualification β typically a full GCE 'A' Level certificate, a Singapore polytechnic diploma, an International Baccalaureate diploma, or a qualification your firm assesses as equivalent (a degree in any discipline also qualifies);
- pass the required CMFAS examinations (Step 2); and
- satisfy the fit-and-proper criteria β MAS summarises these as integrity, competence and financial soundness.
Two things surprise people. First, no degree is required β a poly diploma meets the academic bar in its own right. Step 2 β The CMFAS exams you need
Everyone providing financial advisory services sits RES5 β Rules, Ethics & Skills for Financial Advisory Services, the conduct-and-regulations module that replaced the old M5 paper from 1 April 2024. On top of RES5, you take a product knowledge module matching what you will advise on:

What are "specified investment products"?
You will meet this term constantly as a representative. Specified Investment Products (SIPs) are the more complex investment products β for example structured notes and investment-linked policies β as opposed to Excluded Investment Products (EIPs), the simpler products such as a plain life policy or a basic debenture. The distinction is defined by a closed list in the MAS rules, not by how complicated a product feels: EIPs are set out in a schedule, and a SIP is anything that is not an EIP.
Why it matters operationally: before selling a SIP to a retail client, a representative generally must assess the client's knowledge or experience β a Customer Knowledge Assessment (CKA) for unlisted SIPs, or a Customer Account Review (CAR) for listed ones. Step 3 β Getting appointed and notified to MAS
Passing the exams does not make you licensed. To advise clients you must be appointed as a representative by a licensed or exempt financial adviser. The firm then notifies MAS of your appointment under the Representative Notification Framework, and you are entered in MAS's public Register of Representatives.
The Register is the real gate
Because appointment runs through a firm, you generally need a principal β a licensed FA firm, a bank, or an insurer β to onboard you. Many candidates study and sit RES5 before they have a role lined up, which is fine, but keep in mind that the exam pass has a shelf life if you do not get appointed, so time it reasonably close to joining a firm. Confirm the current validity rules with MAS and your firm.
A note on "financial representatives" and job titles
Firms market the role under many names β financial consultant, wealth planner, financial services consultant, insurance representative. These are marketing titles; the regulated identity is the same representative of a financial adviser under the FAA (or, for capital-markets work, a representative under the Securities and Futures Act). What decides your obligations is the regulated activity you carry out and the products you advise on, not the title on your name card.
