Singapore's healthcare system is managed by the Ministry of Health (MOH) through a mixed financing system that rests on a philosophy of personal responsibility for one's own health and avoiding over-reliance on state welfare or medical insurance, while still providing good and affordable basic care to all Singaporeans. Care is delivered through three service types β primary healthcare (GPs, polyclinics), hospital services and aged care β with the public sector dominating hospital care at about 85% of all hospital beds (private β 15%), organised into three regional clusters: NUHS, NHG and SingHealth. On top of means-tested Government subsidies, financing is layered through the 3Ms β MediSave, MediShield Life and MediFund β with CareShield Life covering long-term care.

Singapore's healthcare system is managed by the Ministry of Health (MOH) through a mixed financing system that has delivered strong outcomes at relatively low cost β national health expenditure was about 4.4% of GDP (2019), low among developed countries (expected to rise as the population ages). MOH manages the system around five fundamental objectives:
Care is delivered through three service types β primary healthcare (GPs, polyclinics), hospital services and aged care. Delivery mixes public and private providers, but the public sector dominates hospital care with about 85% of all hospital beds (private β 15%). Public hospitals are organised into three regional clusters β National University Health System (NUHS), National Healthcare Group (NHG) and SingHealth β spanning ten public hospitals, plus national specialty centres and community hospitals for step-down care.
In public hospitals a patient chooses a ward class on admission. Classes differ only in physical amenities and comfort β the standard of medical care is identical regardless of class. The subsidy depends on the ward chosen and on residency status:

Other settings are also subsidised: specialist outpatient clinics (SOCs) at 30β70% by income, day surgery up to 80%, and polyclinics at about 50% (75% for children and the elderly). The Community Health Assist Scheme (CHAS) further subsidises GP and dental care for Singapore Citizens at participating private clinics.
